Provisional proposal adopted by the international council and the General Assembly in Madrid in July 2006, in the absence of a new international coordinator


1. International Council


The International Council is responsible for the life of the movement.
The International Council governs the movement between the General Assembly meetings, unifies and renews the vision of Faith and Light by listening to the experience of Continent Coordinators, encourages members to carry their roles faithfully and provides direction regarding the mission.
It meets at least once a year. The agenda of this meeting includes sharing, prayer, coordinators reports, financial reports, and task force update and/or recommendations.

As the priority is to clarify things at the international level, no other/new topics should be added to the agenda during this transitional period.

As Jean and Marie Helene have decided to be no longer part of the international council, the international council is henceforth composed of six continental coordinators, the international chaplain, the President and the Delegate. The secretary general will participate in its meetings. The place of the international coordinator is vacant.


2. Management Committee

The Management Committee meets at its convenience, and makes the necessary decisions in between Council meetings.
The Management Committee is composed of the President, the Delegate and the international chaplain. The secretary general participates in its meetings.

3. International President (Chairperson)


The International Chairperson (man or woman) is President of the legal Association.
For a term of maximum three years,
the International Chairperson represents Faith and Light,
He/She calls together and presides over meetings of the Management Committee, the International Council and the General Assembly,
He/She signs official documents.
He/She has authority in Faith and Light.
The Chairperson is familiar with the vision of Faith and Light.
He/She needs to be trust worthy and wise, able to help people to find solutions and to work through difficult situations.


4. International Delegate

The International Delegate for administrative and financial purposes oversees the preparation and circulation of the budget, financial reports and minutes of the International Meetings. He or she is in constant communication with the General Secretary.
He/She is accountable to the Chairperson


5. Task Force

A task force is appointed with the responsibility to review international governance and structures to allow Faith and Light to continue to flourish as an International movement. At this stage of its development, Faith and Light, as an international and multicultural organization of Christian communities, needs to clarify its governance principle, methods.

The task force will:

review the experience of recent years,
be attentive to the signs of the times and signs of the Spirit.
Regularly consult with and report to members of the International Council (and through them to the countries and zones) on a regular basis,
remain open to new ways of functioning, while faithful to traditions,
explore and communicate on advantages and disadvantages of the changes they might propose,
communicate regularly with the international council on the questions raised
prepare a final proposal for the International Council.

• The task force is accountable to the International Council who mandates it.
• It is composed of 4 to 6 members selected for their experience and knowledge of international structure and governance, should be able to work in French and English, and available to fulfill the task.
• The task force will complete its task within a maximum of 18 months, and makes its final recommendation to the International Council who might decide to enter into a phase of experimentation in preparation of the next General Assembly who will then decide about the adoption of the proposal.
• The budget should allow for at least 3 to 4 face-to-face meetings and participation of some of its members to the International Council meetings. The task force will need to access secretarial support. In an ideal world the support of an external consultant would be of great help.
